How can I open a sidebar in Internet Explorer that can display HTML pages? (from a developer's standpoint)

The sidebar doesn't render HTML..its a component of the browser.

If your developing apps, use firefox and get the web developer extension. Also get tidy extension. It will help you trouble shoot your pages and assure WC3 standards!
right click on the page and click "View Source" You'll get the HTML code.
