The pop-ups are a result of a spyware/adware infection on your pc. Get Spyware Doctor Starter Edition (free) from www.download.com, and run a complete scan of your notebook. This will remove these pop-ups. Trust me!
Use Mozilla Firefox instead.
Check the settings in your pop-up blocker for IE. Or try downloading google toollbar for IE.

Download, Install, Update Spybot v1.5 - http://www.safer-networking.org/index2.h... - Once you have completed that, run Spybot's Search & Destroy. This will get rid of 99% of all the spyware.malware on your contrivance.
Then Run Spybot Immunize (this should be updated frequently). This will help further protect your PC from adjectives infections.
Finally, to boost your protection further. Open IE, go to tools menu, internet option > privacy tab > advanced button. Here you can customize your cookie handling behavior. I recommend at a minimum blocking third party cookies. A third jamboree cookie is like an advertiser on a network site you visited. Persoanlly I bear it one step further and have IE prompt me to adopt first party cookies or not. Whenever I look in a website for the first time, IE asks me if I want the cookie or not. If I need the cookie (i.e. a site I log into) later I choose accept and remember my choice. If i know I don't entail the cookie I choose always block. If you are unsure, block the cookie until you know you can't do something. Like I mentioned back, web sites you log into, shop from, etc require cookies.
Earlier Imentioned 99% of spyware will be removed. If Spybot doesn't find it, I reccomenpauseaking a look at HiJackThis!. This is an excellant program, but you MUST know what you are doing. Take a look at their web site, deeply you can scam your system, and save a log. Post the log to a forumn where on earth the specialize in HiJackthis! and they wil instruct you on what is undisruptive to delete.
Final Thought: Many Spyware removal programs are actually spyware themselves. Make sure you choose judiciously. I have used the practices illustrate here for many years, for my clients, freinds, house, and at my place of work.
