Can I open an HTML document in my web browser without being connected to the internet?

Yea when you make the .txt doc with ur code rename it as .htm or .html. Now when u double click on it, it will be pulled up in IE. Right-click on the page and select "view Source" to show and edit the code. And as for pictures, put ur .htm file in a folder. Now move all pictures your using into that folder.
Yes you can open html documents in a web browser without being connected to the internet.

The problem arises if you have images and links to other sites which are not local to that web page. e.g. You might have a link to a movie stored on someone elses web site or a remote server. If you were to click on this you would probably see a 404 page not found error.
