My Computer, Recycle Bin, Internet Explorer and other things like that will NOT open on my computer...?



               
How can I fix this? (by the way I'm on a different computer)

Have you tried to reboot?

uninstall and reinstall IE that might work (I am fishing).
IE runs My Computer, IE and the rest.
RESTART!! when my cellphone does this, i just turn it on and turn it back on again! like majic!
