Why do 2 tab accessible when i start internet explorer?

Answers:    You have two homepages set.

Go to Tools, Internet option.
To only own one tab open, remove one of the homepages planned.
To have no stupid tab, click Settings and uncheck enable tabbed browsing.

one tab for default net page.

and other for the intentended stagnant people, so that they don't enjoy to open a topical IE ..
