Does your ISP require a proxy server? In most cases, you can just uncheck the proxy server checkbox and choose for your connection to obtain IP and DNS automatically.

Control Panel -> Internet Options -> Connections -> LAN Settings
I believe you are asking how to set up your Internet connection, not configure Internet explorer as this is part of Windows Operating System. The easiest way is to contact your Internet service provider and have them guide you through the process or send you a soft ware disc that will install for you. You can also go to their website, such as Earthlink or Yahoo etc. customer support and click on help and then Internet help and find guide to set up connection
